Try plain white toothpaste

Try using nylon netting from the fabric store, wad it up and apply a medium pressure to scrub. I've done this on hardwood floors with success, but check to make sure it doesn't scratch first. Some times you can use a single edge razor blade also.
This is a problem the landlord should address. You did not do this, so why should you have to fix it. Most places if you fix things with their ok, you can deduct it from your rent, but check on that first. You should not need to fix their mess, the person who did the spraying should have adequately covered all surfaces so that this didn't happen.
Lots of elbow grease and hot soapy water. I would use a kitchen sponge that does not have steel wool on it.
Try magic eraser, wet it first and try in an area that is inconspicuous.
