Throw it away and get a new one!
What part needs to be fixed? I have included a link on how to build one from scratch. If the glass is cracked empty it fix the crack with water proof glue and replace the insides using the tips form the link. Hope this helps.

How much did you pay for it originally? The cost of materials to try to repair it likely will be more expensive than just buying a new one.
Is it the glass or just water evaporation? Many of the inexpensive travel plastic snow globes and vintage glass ones can be refilled by removing the bottom plug and refilling with distilled water and resealing.
I had a really pretty one that had musical figures that moved inside. I carefully removed all the glass and gave it to my granddaughter and she lover it.
